
OVERVIEW
OF THE COMMONWEALTH
Driving
in Uganda is on the left hand side. Inorder for foreigners
to drive, one requires an international driving permit.
Uganda
has good passable roads, with road-signs.There are several
car hiring services in Uganda, however, it is convenient for
foreigners to have an International Driving Licence. Valid
road licences are endorsed at the Road Transport Office/revenue
Authority offices in kampala before hiring a car for self
drive.
The
Commonwealth has several Aims, Duties and Issues which include:
- Free
And Fiar: promoted through Globalisation since
the Commonwealth embraces all states, small, Big, poor,
Rich, Losers and Winners of world trade flows, in a bid
to help the growth of global trade rules and see them
benefit poor countries. The Organisation therefore wants
to benefit trade, and not Aid or Debt, by opening international
markets to developing countries. Promotion of genuine
market access, building competitiveness, improving channels
of delivery and creating balanced rules.
- Education
and Training: Achieving universal primary education
is one of the major goals set by the international community
since education is a right, which plays a major role in
the social and economic development. Globalisation and
Higher education, curriculum reform, Equity and excellence,
access to further and higher Education, changing training
needs, creation of virtual libraries, Media Empowerment,
Open and distance learning, accreditation and recognition
of qualifications, internationalism in Education and New
modes of higher Education delivery are some of the strategies
being used to improve education systems in all commonwealth
countries.
- Economic
growth and investment: The commonwealth has an
aim of building the public sector capabilities in a bid
to implement successful public and private partnerships,
following financial, regulatory and legal frameworks.
Infrastructure financing, curbing capital flight like
corruption, Public service reform and measuring economic
resilience and vulnerability to improve the smaller states.
- Health
and Welfare: This is through improving maternal
health, Health worker migration policies, fighting corruption
in Health, ensuring provision of clean Water, sanitation
as well as Hygiene and fighting HIV/AIDS, in order to
enhance economic and social development , as well as eradicate
poverty in commonwealth countries.
- Mutual
Respect and Understanding: It aims at acquiring
and promoting Mutual respect of religions and cultures.
Dialogue, Understanding and goodwill are the solution
to terror and ills of chauvinism and extremism. “The
commonwealth makes the world safe for diversity”
with sustainable development through sustainable peace
and conflict management.
- Promoting
Democracy and good governance: These are the
two cornerstones of the commonwealth, through defining
the values of governance, fundamental democracy, the Rule
of law, Human rights, independence of the judiciary, sustainable
development, Gender Equality as well as just and Honest
government.
- Culture,
Media and sports: Sports develop people as well
as communities, promote infrastructure growth, economic
and social growth. The commonwealth games have continued
support of sports in all commonwealth countries.
Promotion of free press but with responsible tourism through
freedom of
expression, democracy, and mutual responsibility and respect.
Preservation of culture through appreciating lessons of
the past, Inspiration and
realization, thus creating a self reliant Nation.
- Information
and Communication technologies: This is to develop
and connect the world through ITU partnerships, therefore
eradicating poverty through creation of small companies
and groupings of workers helped by ICT to join national
and global markets and development of infrastructure.
The commonwealth has put up strategies to bridge the digital
divide among countries through focusing on Building policy
and regulatory capacity, promoting local Access and connectivity,
Modernizing education and skills development, Entrepreneurship
for wealth creation and poverty Eradication and Regional
Networks, Local content and Knowledge.
- Transport
and Security: The Commonwealth aims at fighting
terrorism through supporting regional counter-terrorism
efforts, as well as international cooperation to combat
terrorism and terrorist financing. Integrated Boarder
systems, and promotion of ports and traffic growth, are
also an area of development.
- Environmental
issues and sustainable Energy: This is through
promoting environmentally sustainable development, by
Training, supporting implementation of both legal and
regulatory frameworks, gender focused programmes, sustainable
Tourism, energy efficiency, fighting desertification and
promoting sustainable Agriculture in Commonwealth countries.
